PROVISIONAL GUIDELINES FOR HAJ 2024 – 1445 HIJRI
IMPORTANT NOTICE
The last day for Hajj visa issuance is 20 Shawwal 1445H, equivalent to 29 April 2024 as per Ministry of Hajj Saudi Arabia. Pilgrims are strongly advised to adhere to this deadline for a smooth processing of their Haj journey.
Intending pilgrims for Haj 2024 are urged to acquaint themselves with the following provisional guidelines. Please note that these guidelines are subject to potential modifications based on the final directives issued by the Kingdom of Saudi Arabia (KSA).
Vaccination Requirement:
All intending pilgrims must be fully vaccinated with an approved COVID-19 vaccine at least one month before the actual departure for Haj 2024 – 1445H. Pilgrims meeting this requirement will be granted permission to travel.
Pilgrim Eligibility:
Haj is an obligatory journey for Muslims possessing both physical and financial capacities to perform the sacred rituals. Pilgrims are expected to meet specific criteria on various levels – financial, physical, behavioral, and mental – as outlined in the general Saudi guidelines on eligibility for Haj or Umrah.
Special Circumstances for Haj 2024:
The arrangements for Haj 2024 will be conducted under special circumstances, involving specific norms, rules, regulations, eligibility criteria, age restrictions, health and fitness requirements, and other relevant conditions set forth by the Kingdom of Saudi Arabia. These considerations take into account the unique challenges posed by the ongoing COVID-19 pandemic.
Health Protocols and Age Limits:
Under current conditions, KSA may consider allowing Haj aspirants with robust health, excluding co-morbidities. However, stringent health protocols and social distancing norms may result in further restrictions for Haj 2024.
Financial Considerations:
Anticipate relatively higher expenditure on Haj 2024 due to expected increases in various costs. Therefore, pilgrims who are financially capable of bearing additional expenses should apply, provided they fulfill all other eligibility norms for Haj 2024.
Pilgrim Conduct:
Recognizing that Haj pilgrims represent their country of origin, it is obligatory for them to maintain composure and exhibit decent behavior throughout the sacred Haj journey.
HAJ APPLICATION PROCESS:
The Kingdom of Saudi Arabia has yet to announce specific guidelines for Haj 2024 / 1445H; therefore, these guidelines are provisional and subject to change. The Ministry of Haj & Umrah, KSA, is expected to finalize and issue necessary guidelines, including eligibility, health, age, and social distancing norms for Haj 2024.
Anticipated Protocols:
As anticipated, the following protocols may be implemented: i. VAT Increase: The VAT on goods and services in KSA has been increased to 15%. ii. Haj Visa Fees: A new Haj Visa Fee of SAR 300 per pilgrim may be introduced. iii. Mandatory Health Insurance: A new fee of SAR 100 for mandatory health insurance may be applicable. iv. Accommodation and Transportation Costs: These are likely to increase due to VAT and additional requirements.
Health Requirements:
Pilgrims must have received the full dose of an approved COVID-19 vaccine in KSA. Additionally:
– Present a certificate attested by the official health authorities proving full vaccination.
– Provide a negative RT-PCR examination certificate issued by a reliable laboratory, not exceeding 72 hours from the sample collection time until departure. Pilgrims without the required documentation will not be permitted to board the plane.
Note:
The actual guidelines and norms for Haj 2024 will be finalized by KSA. Pilgrims are advised to stay informed about updates from official channels.

- The tour cost is based on air ticket, Foreign Exchange & Moallim draft calculations from the last Hajj-1444 / 2023
- Tour services will commence upon reaching our accommodation in Makkah
- At Jeddah airport, a minimum of 8 to 10 hours is required to complete formalities The journey from Jeddah airport to Makkah building via Moallim office takes an additional 3 to 4 hours
- Flight schedules and itineraries are subject to change without prior notice
- The tour cost must be cleared before the submission of the Passport for HAJ VISA by 25th May 2023 Failure to do so may result in the cancellation of your booking, and your seat will be given to a waiting list Haji
- Mubarak Haj & Umrah Service is not responsible for lost/misplaced luggage or any incidents Excess luggage charges are to be paid by the HAJJI HAJJI is responsible for ZAM ZAM & luggage until their return to HYDERABAD
- Transportation from Madinah hotel to the airport is arranged by the government of Saudi Arabia Buses will be arranged as per their convenience Maktab-Ul Wakla (Naqaba) is the nodal agency for pilgrim Transportation in Saudi Arabia, Airport to airport, with waiting times up to 8 hours at several boarding points beyond Mubarak Haj tours’ control
- Pilgrims must adhere to all rules and regulations of both KSA and India Any non-compliance is the responsibility of the pilgrim
- Pilgrims are required to provide their Medical and health requirements report and vaccination details from their respective doctors as per HCOl guidance
- All intending pilgrims must have received the full dose of an approved Covid-19 vaccine Certificates attested by the official Health Authorities in their countries are mandatory
- All intending pilgrims are compulsory required to attend the orientation/training camp organized by Mubarak Haj & Umrah Service before the departure of the Haj group
- During the five days of Haj, all accommodations, transportation, and food will be provided by the Moallim (Service provider) only Any alterations beyond the HGO’s capacity will not be addressed by the HGO

- The tour is based on a quint/quad sharing basis; separate room prices can be provided upon request for ladies and gents
- The base package excludes additional expenses such as Qurbani expense, Tawaf-e-ziyarat transportation, and government taxes (GST and TCS)
- Hotels listed are for class comparison; actual hotels are subject to change based on availability and unforeseen circumstances
- Muallim services are contingent on the policies of the Saudi Arabian Ministry and are subject to change without prior notice
- Prices mentioned in the package are for quint/quad sharing for ladies and gents separately; for individual room prices, please request separately
Cancellation Policy:
No refund will be issued in case of unused services or a shorter duration of stay.
• In the event of a passenger being offloaded by emigration authorities or airlines in India or Saudi Arabia for any reason, whether personal or general, or due to past records or actions of hiding medical conditions, Mubarak Haj & Umrah Service shall not be responsible, and no claim for a refund will be entertained.
• All departures are ex-Hyderabad. Any extension in the flight or Muallim route will be charged additionally.
• The tour operator is not responsible for any delays in the flight schedule due to bad weather or unforeseen circumstances.
• Muallim Number & Service Allotment will be as per the new policy of the Ministry of Hajj, Saudi Arabia.
• The package is 100% non-refundable, and the total amount should be paid before April 10.
• Mubarak Haj & Umrah Service is not responsible for any changes in government policies, rules & regulations that may affect the package itinerary and cost.
• All disputes are subject to Hyderabad jurisdiction only.
• Once the Haj visa is issued, there will be no refund or cancellation of the seat, and only the air ticket amount will be refunded as per the airline’s policy.
• All refund amounts will be disbursed via cheques made payable only to the account holder (in the name of Haji).
• In the event of bookings being canceled before March, a 10% cancellation fee of the total package will be charged.
• If the cancellation occurs after April commences, 50% of the total package amount will be charged. Hajis must acknowledge and accept the detailed terms and conditions and policies outlined by Mubarak Haj & umrah service in comprehensive brochure before confirming their booking.
